Crime Incidents Around UGA - July 2023
June 23, 2023, we started collecting and cataloging police incidents involving Shootings, Aggravated Assaults, Narcotic Calls, Robbery/Theft involving a Weapon, and Homeless calls. Dates are report dates and may not be the actual date of the incident. The list is not inclusive. But it tells a story otherwise unreported. We think it is important for parents to understand what is occurring in the community. All Shootings, Aggravated Assaults, and Narcotic Calls can be found on the Interactive Crime Map.

7/1/2023 DUI on North Ave, woman with “Galaxy Gas” transported to PRMC for blood test. Driving from The Standard Apartments exit onto North Ave in oncoming traffic lane. Damage on vehicle front end.

7/1/2023 Early morning, Washington St., 22 year old Man slept in grassy area overnight nearby after drinking. Approached by unknown man who offered use of his charger for his cell phone if the victim bought him a Gatorade. While gone to obtain the drink, unknown man left with phone.

7/1/2023 Early morning, Homeless man trespassing on Prince, Classic Hair and Spa, was reported man had repeatedly defecated at side of their building. Man claimed to be staying at Bigger Vision.

7/2/2023 Midnight, Homeless people reporting giving a ride to suspected homeless man, disturbance ensued at Covenant Presbyterian Church parking lot (Gaines School Road), tire punctured with knife, no further investigation.

7/2/2023 After Midnight, Unoccupied car at Bishop Park with suspected Cocaine in cup holder. Later, a man found in park using drugs, suspected Fentanyl. Subject transported to PRMC. Reported there had been suspicious activity and people using drugs in Bishop Park in last few days (from related report).

7/2/2023 Early morning, DUI College Ave, 22 year old man passed out in truck. Had been drinking in bars all night. Window smashed to make contact with driver, transported to PRMC for blood test, Handgun from truck secured for safekeeping.

7/2/2023 Early morning, Homeless man at Loop 10 exit ramp at North Ave, Lying face down was engaged, presence of drug use, was free to leave. Continued toward Old Hull Intersection, in roadway, laid across the middle of the roadway and caused a truck to swerve out of the way in order not to hit man. Inability to stay out of roadway was transported to jail.

7/3/2023 Assist of State Patrol Officer who stopped suspect for outstanding probation violation warrant out of Crisp County, Georgia for a weapons violation, possession with intent to distribute, and theft by receiving stolen property. In parking lot University Oak Apartments, suspect found with Marijuana and charged with possession of marijuana with tent to distribute and possession of drug related objects.

7/4/2023 Midnight, Homeless woman reported missing homeless husband. She said he told her people were after him and that someone had drugged him. He does not use drug. Both were staying in a tent behind Bigger Vision. Hospitals and jail checked. Unknown whereabouts.

7/7/2023 Morning, suspected homeless Man (reported on several trespassing calls) trespassing at Landmark Hospital, asked to leave several times, barred for 2 years.

7/6/2023 Morning, Narcotics and tampering with evidence upon arrest for active probation warrant on woman at Athens Garden Apartments. 10 people in same apartment including a woman with multiple warrants (10 total) for drug-related offenses, traffic-related offenses, shopliftings, and criminal trespasses. Upon her arrest she ingested Fentanyl hidden on her body and taken to hospital before transported to jail. Two other individuals had warrants, claimed medical crisis and transported to the hospital and released (lack of manpower). A search warrant at apartment revealed drug paraphernalia but drugs had been flushed down toilet. Inside apartment were more credit cards, debit cards, and IDs with other people's names on them that were not residents or occupants of apartment, also notebooks that had those same individuals’ bank information in them, consistent with identity fraud. Homeless man identified.

7/7/2023 9 homeless individuals were given notice to leave the Dollar General on North Ave, they did not leave. One man with warrant was transferred to Madison County. One gave false name. 8 males, one female, all had the Day Center as an address except 3 which were all out-of-town with one out-of-state.

7/7/2023 Night, North Grove Apartments, near Old Hull Road and North Ave, call for numerous juveniles loitering in the parking lot that were drinking and partying, ACCPD has had numerous calls in the area for loitering teens conducting illegal behavior to include possessing, waving and shooting firearms in the parking lot. 18 year old male in possession of stolen handgun from Oconee County. Mirandized and taken to jail.

The victim stated that he ran into the bathroom and locked the door. Suspect proceeded back to nearby residence, arrested for aggravated assault and driving without a license.

7/7/2023 Evening, altercation between couple at Murphy”s gas station, Lexington road, Homeless female woman, male with in-town address. she was evaluated by EMS, transported to the hospital. Woman said that over the last few days he has been hitting her and throwing things at her which left bruising and scratch marks on various parts of her body. Male arrested and take to county jail.

7/1/2023 Noon, Aggravated Assault, Battery against a homeless woman in front of Citi Trends, Atlanta Highway, possession of meth, suspect knew homeless woman, met at Valero gas station few days back, on occasion homeless woman would stay with suspect at mother’s home in Athens. Suspect address out-of-town. Suspect claims not to do drugs, meth belong to homeless woman. Woman said the needles were hers, meth belonged to both of them. Both transported to jail.

7/7/2023 Night, Posession of Cocaine, Broad Acres. Arrested. Had suspended license, child support. Residents had complained about activity in the neighborhood. Management requests police conduct house checks due to having experienced the following problems on the property due to presence of unauthorized persons: Drinking, Trespassing, Littering, Illegal Drug Activity, Vandalism, Loitering, Smoking, Disorderly Conduct/NoiseComplaints, and Safety of Residents. A letter of authorization exists for this process.

Per staff, the posts stated that staff were being investigated by FBI and other law enforcement agencies. Staff also advised that their personal photos were being removed from their personal social media accounts and those photos were being posted with statements degrading the characters of staff members. The posts are reportedly being posted onInstagram, Facebook, and the New Athens Alliance blog. Staff requested a report so that a civil suit could be filed.

7/14/2023 Pursuit of vehicle with Tennessee plates, Oconee County Sheriff’s office was requesting assistance with a vehicle pursuit that ended in their county and had been initiated by Barrow Co Sheriff’s Office. Oconee County advised all subjects in the vehicle fled on foot after the pursuit was terminated by Barrow county via a PIT maneuver. At least one of the suspects was believed to have crossed 316 in Oconee County traveling towards Athens. In further investigation with Oconee County and Barrow County, there were at least 5 occupants of the vehicle who fled on foot following the pursuit. They were believed to be armed as two firearms were recovered from the passenger compartment of the vehicle. A drone operator was requested, one on duty, and a K9 track of the remaining outstanding suspects with the city of Auburn’s K9 Team was prepared. K9 unit in conjunction with the drone operation were able to apprehend two of the five suspects. End of ACCPD involvement.

7/13/2023 Barber Street Homeless Camp, Tershant Smith advised that she took over as Director of the ACC Homeless Encampment at the beginning of May 2023 when Charles Hardy was removed from the role . Upon taking the role, Tershant noticed that her personnel file was missing. Per Tershant, the file contained her phone number, address, social security number, and banking information. Tershant also began receiving alerts from a credit monitoring service. Tershant believes that Charles removed her employee file when he was removed from the encampment. Tershant advised that she's placed a freeze on her credit as well as with her bank. Tershant was provided with a case number.

Brent advised me Charles is no longer affiliated and was terminated from the Homeless encampment camp; he should have not done this. The white Suv changed lanes and reduced speed rapidly, skid type noise before the vehicle parked in the ooposite direction, was pulling up the driveway, driver holding a black handgun pointing downward, officer pulled his patrol vehicle forward and to the left at the edge of roadway, existed patrol vehicle and drew service weapon as driver exited the front driver seat with handgun in his hand, multiple commands to drop the gun while held at gunpoint, after further multiple commands, driver put the handgun on the ground, driver ordered to back up away from the handgun, Driver detained, multiple holes in the front windshield and the passenger side front window was shattered, multiple shell casing were inside of the vehicle visible from the driver’s side front window, Glock 19 obtained, vehicle towed and turned over to impound lot, driver transported to headquarters for interview, was transported to PRMC.

7/20/2023 Afternoon, responding to a forgery call at a Bank, Bank personnel called and advised that a male with an Atlanta ID was attempting to cash a fraudulent check. Officers had already detained a male, identified and from Atlanta, man attempting to cash a check made out to him, purported to be from a construction company out of Alabama in amount of $1,920.00, man agreed to speak to officer, stated he lives in a homeless shelter in Atlanta. He advised that this was his check that had been paid to him for construction work. He advised that he was paid this check by "Carl." He told me that Carl dropped him off to cash his check. He told me that Carl was driving around in a van with several other subjects. He told me that Carl comes to the shelter everyday and that he had been working for Carl all week. He told me that he did not have Carl's phone number. I asked why they drove to Athens to cash this check and he told me that they had a job around 10 miles from the bank. He could not identify the name of the company he was doing this work for, bank teller stated that this was the second person that had recently been in a bright yellow construction-type shirt trying to cash a fraudulent check, teller noted that the customer was from Atlanta and was not a customer of theirs, She looked at other checks belonging to the business the check purported to be from and noted that other checks associated with this business were different in appearance than the check the man was attempting to cash. She advised that the man also appeared nervous and told her that he didn't have time to wait long, as he was on his lunch break, Construction company contacted and was confirmed the check was fraudulent, the original check with same number had been made out to a different person and appears to have been obtained fraudulently through unknown methods and "washed" and forged with the man’s name, photo of this check was sent to construction company accounting department to verify it was fraudulent, based on the fact that the man could not provide detailed information about who gave him this check, who he "worked" for, or any other information that would help verify his story of how he obtained this check, he was charged with Forgery in the 3rd Degree. He claimed that "Carl" had brought him here to cash his check, but that he did not have Carl's phone number and claimed that "Carl" was supposed to be waiting across the street to pick him up, teller described man as being nervous and trying to rush the process along, is evidence that the man knew that this check was fraudulent and was trying to rush this process along, man confronted with the fact that officer was well aware that subjects regularly go to homeless shelters looking for subiects to pass counterfeit checks for a cut of the proceeds, man denied that this was the case in this incident, subjects involved in check fraud often use homeless subjects, referred to as "walkers" to pass forged checks, it is suspected that this was what happened in this incident as well, man transported to jail, at jail it was advised that cocaine was found in the man’s sock, man charged with forgery in the 3rd degree and possession of cocaine.

7/21/2023 Evening, The Athens-Clarke County Police Department hosted the Governor's Office of Highway Safety (GOHS) Piedmont Area Traffic Enforcement Network (PATEN) meeting on July 21, 2023. Forty Two Officers/Deputies from 11 different law enforcement agencies attended the meeting at the East Precinct. Afterwards, a vehicle checkpoint was conducted on the Exit Ramp from the GA-10 Inner Loop to Oconee St. Twenty-nine officers from ACCPD and surrounding jurisdictions assisted with the checkpoint. The checkpoint started at 20:06 and only lasted until 20:41 (a total of 35 minutes). The checkpoint was terminated earlier than the 00:00 planned time due to inclement weather. During the checkpoint, 158 vehicles were checked for traffic safety violations. While speaking with woman, a state certified Child Safety seat technician informed me that her two-month-old infant was in a child safetv seat but was not properlv restrained. The child chest buckle was undone and the car seat was loose in the seat. She was cited for no license and for improper child safety restraint. She was picked up by a family member.

7/22/2023 homeless man was dropped off at PRMC by Jefferson Police Department, PRMC claim they drove by 3 hospitals to arrive at PRMC. Man did not want to leave , claimed that he was from Atlanta, that he had no phone, and did not remember any of his family's phone numbers. He refused to give me family member's names to try and contact someone for him so he could go home. Jefferson PD contacted, claimed they didn't have any phone numbers or names connected to the man, but they did have the tag of the car his nephew was driving when he was arrested. The Jefferson PD officer claimed they had not signed warrants yet on the man and that because they had yet to do so, they refused to meet us at the county line to collect the man, who was left at piedmont with no way to get home, stranded. The man walked away as was barred, after contact with the man was lost, Jefferson PD signed warrants for his arrest, and they are now looking to expedite the warrants, at initial arrest the man was related to was a rental out of New Hampshire. She stated that they were sitting at the tables in front of the building and had been drinking. She advised that she had placed her cell phone on one of the tables and had been utilizing a man’s phone charger to charge her phone, she stated the man kept picking up the phone and moving it around. After a while, she noticed that her phone was no longer on one of the tables. Later that morning, she saw Robert at the Family Dollar on North Avenue, she stated that she approached the man and asked him for her phone, she stated the man then said he did have her phone but that he would not give the phone back unless she paid him the twenty dollars that she owed him. Learned he did not have her phone after man went through his belongings, case card given to woman.

7/23/2023 Morning, Barber Street, male and female homeless individuals residing at the sanctioned Barber Street camp were in an altercation, caller stated that both parties were wearing red. The caller also advised that the argument was mostly verbal, but the male may have put his hands on the female. The caller did not want to meet with officers. Upon arrival in the area, observed a female wearing a red patterned dress and a white male wearing a red shirt. The individuals appeared to be in a heated discussion, woman advised that she had been arguing with the man because he did not believe what she was telling him. Woman claimed the man’s mother, who has been dead for approximately two months, is solely responsible for a submarine sinking and killing hundreds of people, woman then went on to say something to the effect of the government was covering up the dead mother's involvement in the deaths of those on the submarine. She was adament that the man knew his mother was at fault but refused to admit it, woman did not have any physical injury nor did she complain of injury resulting from their argument, difficult to get any information from her other than the story she wanted to tell. The man advised that they had been arguing that morning, during the argument, he grabbed at her and she fell to the ground, it was found that he had an active probation violation warrant out of Athens-Clarke County, transported to jail.

7/23/2023 Midnight, The Mark Apartments, 28 year old homeless man, off duty officer at his apartment complex, The Mark, located at this address was notified that there was a male adult stripping out of his clothes and walking through the 300 building parking garage, deputy from Oglethorpe County Sheriff's Office, the other Courtesy Officer at this apartment complex, and off duty officer walked down the parking garage as another deputy drove his fully marked patrol car down the parking deck, male located, in his underwear, sitting on the back porch of the Landmark Properties Corporate Office. The male stated that he believed there was a snake in his pants, male was asked to then remain standing in front of officer, told officer no, stating that he was going to go and sit on the railing of the parking garage. Due to the male's erratic behavior already, man was ordered to remain where he was standing, male continued to say no and attempted to walk away, Officer stood in front of the man and he then jumped up and grabbed onto fire sprinkler pipes on the ceiling and tried climbing them, officer grabbed the male's arms to detain him and he physically resisted this action by pulling away, man was informed to stop what he was doing and he did not do so, other units eventually arrived on scene and took custody of the male and informed him that he was under arrest for criminal trespass, obstruction and disorderly conduct.

7/22/2023 morning, Bulldog Crossing Apartments, Old Will Hunter Road, 50 year old man, suspected suicide, The firearm a 9mm, it had a malfunction and the slide had not fully closed on a new round, gun along with his phone will be placed into evidence, ccoroner was called and responded to the scene, family stated they had received a text around 0930 stating he would shoot himself in the heart, also stated that he had just been let go of his job at gateway pawn on North Ave but was not clear on the details or when. His roommate had returned home, stated she had been at work in Augusta and she had gotten a text from him 2 days before, he was also seen at Butt Hut the night before and was acting normal, was on the phone with gateway pawn and they stated he was let go on the 21st due to him going out of the store after a customer and pulling his gun out. We did have a call in reference to this from the 21st.

7/23/2023 Early Morning, two males, Loop 10 at Chase Street, Hit and Run resulting in serious injury, reckless driving, DUI, driving on wrong side of road, headlights, suspects stated they were on the way home from the Rodeo nightclub, man admitted to consuming 10+ alcoholic beverages, suspect under the impression that the victim vehicle hit him, man stated that he knew he was involved in a motor vehicle accident, but still chose to continue driving without stopping/calling 911, man believed it was 2230 hours and that he was on the right side of the roadway, searched the pockets of man for an ID, removed his wallet and was able to locate an ID but no valid driver's license, man’s name in GCIC, returned as no valid license, passenger began urinating in the roadway of the Inner Loop 10, was placed in custody for Urinating in Pubic and Public Intox, a second caller later reported that a truck that was on fire came at her head-on and essentially pushed her off the roadway, she had to swerve to prevent from the head-on collision. She needed a wreck report. Ofc on scene worked a total of two separate motor vehicle accidents at two separate locations involving as the suspect, the first MVA victims reported injuries. The second MVA victim did not report any injuries, suspect placed in custody for DUI- Alcohol and read Implied Consent. He consented to a breath sample and blew a 0.165. He was transported to PARMC.

7/24/2023 Evening, patrol in Athens Garden Apartments, 41 year old male identified as having a felony warrant for Theft by Conversion, tried to walk away from his vehicle, handcuffed, searched incident to the arrest to make sure he was not in possession of illegal contraband that could be transported to the Clarke County Jail. Inside his pants pockets were approximately 18 grams of marijuana (weighed on his personal digital scale that was also in his pocket), an iPhone, a wallet, and $1398 in cash. The cash was separated into 1's, 5's, 10's, 20's, 50's, and 100's. In my experience, it is common for street narcotic dealers to carry large amounts of cash on their person when they have sold most of their products already. The marijuana was in a small plastic bag. In his wallet was over $200 in fake bills. It is also common for the dealers to carry firearms due to the violent nature of drug dealing though he did not have a firearm on his person. In Carroll v. United States, vehicles may be searched without warrants if the officer undertaking the search has probable cause to believe that the vehicle contains contraband. The Court explained that the mobility of vehicles would allow them to be quickly moved from the jurisdiction if time were taken to obtain a warrant. Due to the fact officer witnessed man driving the vehicle and exiting the vehicle, officer searched the vehicle for illegal narcotics., on the floorboard of the driver's seat where Prince was seated was a black Glock handgun, loaded with a round in the chamber. The handgun was listed a s stolen out of Anderson County Sheriff's Office in South Carolina. (UNKNOWN OWNER AT THIS TIME). In the center console was another magazine loaded with ammo and in the glove box was a box of 9mm ammunition, in the backseat was a holster for a handgun as well as a green bag that contained another bag containing $91 in 1 dollar bills with a rubber band around it as well as $3 in quarters, Man was read his Miranda Rights but he refused to speak with officer, criminal history revealed he is a convicted felon following multiple possession of narcotic offenses. Man was tansported to jail.

7/24/2023 Midnight, University Garden Apartments, Baxter Drive, Armed Robbery, 22 year old male, homeless from out of town, 7/24/2023 officer met with homeless man at the RaceTrac (2625 Atlanta Hwy), man explained that he had been the victim of an Armed Robbery at, what was later determined to be, 190 Baxter Dr, man said he is new to Athens and currently homeless, man met a male, that he has known for a short period of time, at or around Georgia Square Mall around 9:00pm. The male told the man that he knew of a place they could meet some females and they proceeded to 190 Baxter Dr, man said a code was needed to gain access to the building and they went to the second floor, upon entry, man described the apartment as having couches and not much other furniture or electronics. Man said there were 5 females and 2 males, including the male he had gotten a ride with, in the apartment, man believed it was one of the females apartment, because one made mention of their bedroom, man said that he wasn't getting a good feeling about the people. He was asked to leave his firearm in a bedroom, and the man didn't feel comfortable with that request, this request was made because they were going to make a trip to a liquor store, it was never made clear to me how they knew he had a firearm, after some time, the male the man rode with produced a firearm and demanded his belongings, man said the females held the man while the 2 males took his backpack. The backpack contained his iPhone 13 and a Glock 19x, man said this happened in the apartment and later made mention of it possibly happening in the suspect's car, man said that he and the suspects fled the apartment in the same direction. man said he was still in the parking lot when the suspect's got in the car and began to flee, he was struck in the leg and as he fell used his arm to attempt to break the fall, EMS was summoned to the scene, the man declined further treatment, man was later transport to PARMC by law enforcement for further treatment, no visible injuries observed.

7/26/2023 Airport Road, near Satterfield Park in the woods, Homeless man found deceased homeless man, homeless man who found the Body is homeless and living in the homeless camp behind Satterfield Park, There are 2 entrances, one behind the ball fields and one off of Airport Rd, contact with man who led officer to the camp off to the right by itself, told officer that the male was face down so he did not know him, male was face down, not breathing, it appeared that lividity was setting in and there were flies all around the body, Criminal Investigation Division was notified (CID), forensics responded to the scene. Coroner was also notified and he responded to the scene, photographs of the scene and body taken, male had broken cell phone in pocket, with flashlight in hand, body was placed in a bag but no DI was located on the body, in the tent or at the camp site. ACC Fire responded back for a lift assist. The body was removed and placed in the Coroners van. The cell phone was turned over to Detective, main camp was far to the left of the trail, officers went to the main camp and spoke to the residents. man returned and told officers that he thinks the male's first name was Ryan. Officers also learned that the male was recently released from the Clarke CountyJail and he was warned of criminal trespass from Trust Bank about 2 weeks prior. ACCPD Communications checked history and found same name that they thought was the male at Truist bank. A photograph of man was viewed and the picture was very similar to the deceased male. The photograph of the man and the deceased both had a goatee, body transported to the Coroner's office, photograph and name provided to Coroner.

7/28/2023 Morning, 1000 Barber Street, Sanctioned Tent Camp, deceased 57 year old male, officer responded to 1000 Barber Street in reference to a deceased male inside a tent, upon arrival, EMS was already on the scene and confirmed the male was deceased. No foul play is suspected, security guard at the campsite was the person that found the deceased around 0930 hours, the deceased was last seen on the morning of 7125/23, officer handed paperwork detailing the deceased's medical history, paper work was taken to the Police Department to be scanned into evidence. CID (criminal investigation divisions) was notified and Forensics responded to take pictures. The coroner was notified and responded to take possession of the deceased person.

7/29/2023 Early Morning, Citgo Station, US Hwy 29, 55 year old male, officer had signed search warrant for man, man had 7.8 grams of Cocaine in pocket, wanted his $400-500 he had given to his partner, partner claimed it was in the slot machine at gas station, transferred to home address to conduct search warrant, found scale, $20 bills, crack pipe, marijuana, charged with possession to distribute, man said he had been arrested with possession with intent 7 other times and that this wouldn't be a big deal.

7/26/2023 Midnight, A report of a Battery incident at the Inn Town Suites resulted in search for suspects at The Shops in South Athens (across the street), suspects were uncooperative with probable cause search (drugs use admitted), arrested, 6.5 grams of a white powdery substance (suspected Cocaine) and 5 grams of a green leafy substance (suspected Marijuana) found, the white powdery substance, field tested positive for Cocaine, on passenger floorboard, firearm - a Rossi .357 located, suspect also had an active warrant for his arrest out of Powder Springs PD.

While trying to approach the woman to speak with her she put her hands up like she was giving up and asked not to be shot, . she then got onto her hands and knees still yelling at the officer and crawled towards him,. she continued to refuse help or a ride from the officer and told him to get out of her way, she got up and continued past the officer now walking on the side of the Inner loop, she seemed to be having a mental health crisis. Officers assisted and transported to PARMC.

7/29/2023 Evenin, near Trinity Lutheran Church, Jefferson Road, 42 year old homeless woman, yelling incoherently, only able to make out she wants water, told to stay where she was but she walks in the road and yells that she is going to get water, told to stop but female walks across the road to the Chevron at 2495 Jefferson Rd, at which point she narrowly dodges a truck traveling on S Homewood Dr., continuously told to stop, she walks to a water filling station and fills bottles of water, female continuing to yell as if she was shifting from what appeared to be multiple unrelated conversations with individuals who were not there. EMS was requested. Warrant will be sought.
